Communications & Campaigns Manager (Glasgow)

Action on Hearing Loss Scotland have an exciting new opportunity for an experienced Communications and Campaigns Manager to lead on Action on Hearing Loss Scotland’s public affairs engagements with the Scottish Government and Members of the Scottish Parliament (MSPs) on a range of vital devolved matters (e.g. health, employability, social security).  As well as, under guidance from the London-based Head of Campaigns and Public Affairs, Scotland-based Members of the UK Parliament (MPs).

As a member of Action on Hearing Loss Scotland’s Senior Management Team, you will provide expert strategic policy, public affairs, campaigning and PR advice to the charity’s Scotland Advisory Group and Senior Management Team colleagues, and manage the Senior Campaigner and PR Officer to deliver the charity’s communication, information outreach, research, political engagement, campaign and PR/media relations objectives.

Overall Purpose of the Role:

  • Leading Action on Hearing Loss Scotland’s public affairs engagements with the Scottish Government and Members of the Scottish Parliament (MSPs) on a range of vital devolved matters (e.g. health, employability, social security) as well as, under guidance from the London-based Head of Campaigns and Public Affairs, Scotland-based Members of the UK Parliament (MPs). Persuading parliamentarians and, in strategic priority local authority areas, councillors, to support the charity’s services and policy /campaigns positions.  
  •  Responsibility for determining and prioritising Action on Hearing Loss Scotland’s research projects and campaigns to influence government, parliamentary committees, cross party groups, civil servants, NHS health boards, health and social care partnerships, local Councils and other national/regional/local authorities, to deliver improvements on key issues for people who are Deaf or have hearing loss or tinnitus, as well as approving creative multi-platform PR plans to achieve ambitious Scottish national/regional media coverage targets and protect/promote the organisation’s reputation.  
  • As a member of Action on Hearing Loss Scotland’s Senior Management Team, provide expert strategic policy, public affairs, campaigning and PR advice to the charity’s Scotland Advisory Group and Senior Management Team colleagues, and manage the Senior Campaigner and PR Officer to deliver the charity’s communication, information outreach, research, political engagement, campaign and PR/media relations objectives.

 

Key Accountabilities and Responsibilities:

  • As part of the Scotland directorate Senior Management Team, to develop and support a highly performing, cohesive and effective team that delivers our goals and objectives
  • Leads Action on Hearing Loss Scotland’s public affairs engagements with the Scottish Government and Members of the Scottish Parliament (MSPs) on a range of vital devolved matters (e.g. health, employability, social security) as well as, under guidance from the Head of Campaigns and Public Affairs in London, Scotland-based Members of the UK Parliament (MPs) to deliver the charity’s strategic objectives. Persuading parliamentarians and, in strategic priority local authority areas, councillors, to support the charity’s services and policy positions.
  • Contributing to Scottish Parliament’s Cross Party Group on Deafness, CPG on Older People, Age and Ageing, CPG on Disability and CPG on Armed Forces and Veterans Community to develop partnership working and policy influencing opportunities to deliver Action on Hearing Loss Scotland’s strategic objectives.
  • Submitting evidence-based policy responses to consultations by the Scottish Government, the Scottish Parliament’s Committees and The Alliance as well as providing evidence and case study details to Action on Hearing Loss’s London-based Research and Policy team for inclusion in responses to the UK Government and UK Parliament Select Committee consultations.
  • Devising and implementing social research projects to obtain robust evidence and data required to influence key decision-makers in government, parliament, policymakers, civil servants, public service commissioners, media and potential funders.
  • Developing programmes of impactful campaign activities to engage the charity’s supporters and stakeholders in order to maximise the charity’s influencing of key decision-makers in support of Action on Hearing Loss’s strategic aims and objectives in Scotland. Contributing to the prioritisation of campaigning priorities in Action on Hearing Loss’s operational plans.
  • Devising and approving Action on Hearing Loss Scotland’s plans for creative multi-platform PR output to interest journalists/editors and managing the content of the charity’s Scotland’s social media accounts to achieve ambitious coverage and outreach targets to maximise positive perceptions of the organisation’s cause, brand and reputation in Scotland.
  • Contribute effectively to organisational initiatives to review brand and contribute to any brand changes.
  • Operate as an influential member of Action on Hearing Loss Scotland’s Senior Management Team and work collaboratively with staff at all levels – including the charity’s London-based Heads, Managers and Senior Officers in the Research, Public Affairs, Policy and Campaigns teams as well as the Marketing, Communications, Creative Services, Digital and PR teams.
  • Line-managing Action on Hearing Loss Scotland’s Senior Campaigner and PR Officer to deliver the charity’s communication, research, campaign, media relations and public affairs engagement objectives.
  • Effectively manage the communication and campaigns team’s budget and financial position to maximise contribution. This includes monthly and quarterly analysis as required, discussion of financial performance during one-to-one meetings and ensuring that timely corrective action is taken to achieve annual targets.
  • To deputise for the Director as appropriate and represent Scotland as appropriate in cross-directorate, cross- organisational working teams.
  • To complete any other duties and responsibilities commensurate with the role when requested.

 

Dimensions of the Role:

  • Post holder will manage the Communications and Campaigns team budget of circa £100k.
  • Line management responsibilities for one Senior Campaigner and PR Officer.
  • Co-ordinate work with London-based Heads, Managers and Senior Officers in the Research, Public Affairs, Policy and Campaigns teams as well as the Marketing, Communications, Creative Services, Digital and PR teams to deliver UK-wide strategic outcomes.
  • Engaging politicians – MSPs, MPs and local Councillors – to visit Action on Hearing Loss Scotland’s services which are relevant to their Government/shadow cabinet/spokesperson portfolio areas or are delivered in their constituency/region/ward and encourage follow-up actions e.g. publicising the charity’s service or campaign or writing to decision-makers in support of the organisation’s objectives.
